The Quebec regulation requires all brand owners or first suppliers or importers who do not advise the Ministry that they wish to submit their own program, to join a management association.

What documentation do I need to become a Member of SOGHU?

a)    the Membership Application form - see the attachment below

b)    2 copies of the Membership Agreement (pages 2 & 8 filled out, signed and dated)  - see the attachment below.

c)    your corporate List of Officers (in compliance with article 3.6 of the Membership Agreement)

d)    your Québec Enterprise number (NEQ) or corporate registration number if you do not have a Québec Enterprise number (in compliance with article 3.6 of the Membership Agreement)

e)    a cheque for $225.75 (taxes included)

SOGHU will only process your application and activate your membership upon receipt of all of the above mentioned items. Your name will then appear on our website in our List of Members.

Please note: The Member agrees to remit the EHCs retroactively from December 1, 2004 on all of the products sold by it or supplied by it, in compliance with article 3.5 of the Membership Agreement.

IT IS IMPERATIVE that you read the supplemental information sent to all Members that affects your Agreement with SOGHU. You will find this information in the Communiques section of this website under "Members". (Exemption between Members, Original Equipment Manufacturers- OEM, Environmental Handling Charges, etc.)

How much is the Environmental Handling Charge (EHC)?

• $0.05 per litre of lubricating oils
• $0.10 per litre of capacity of containers of 50 litres or less
• $0.50 per filter of less than 8 inches or 203 mm. (in length), and $1 per filter of 8 inches or 203 mm. (in length) and more
• $0.50 per sump type automatic transmission filter
• $0.25 per spray lubricant container (aerosol)

SOGHU became operational on November 1, 2004 but EHC remittance didn't have to be accounted for until December 1, 2004.  EHCs are payable to SOGHU on a monthly basis, within 30 days of the end of each month.

• put in place a system to recover used oils, used oil and fluid containers (50 litres or less) and used filters, in cooperation with the registered collectors
• put in place a system to recycle used oil materials in cooperation with processors using the materials in accordance with the Quebec regulations.
• implement a user information and awareness program for industrial, commercial and private users.
